Sri Lanka launches coordinated prison emergency response mechanism in Jaffna

Sri Lanka has launched a coordinated mechanism among state institutions to improve emergency response and inmate welfare at Jaffna Prison.

The integrated mechanism was established on the afternoon of August 25, 2026, under the patronage of Minister of Justice and National Integration, Attorney-at-Law Harshana Nanayakkara.

The programme is designed to maintain regional coordination among relevant state institutions when an emergency occurs in a prison. It aims to ensure a faster and more organised emergency response while improving arrangements for the welfare of inmates.

Similar mechanisms involving state institutions are expected to be established at prisons across the country, with emergency response and inmate welfare as the main objectives.

During the event, Minister Nanayakkara briefed state officials on the purpose of establishing the coordinated mechanism.

Jaffna District Members of Parliament K. Ilankumaran and Sri Bavanandarajah, Jaffna District Secretary M. Pradeepan, Jaffna Prison Superintendent S. Indrakumar and Jaffna Deputy Inspector General of Police G.H. Marapana attended the event.

Senior officials representing the National Water Supply and Drainage Board, Department of Prisons, Sri Lanka Navy, Sri Lanka Army, Sri Lanka Police, Jaffna Divisional Secretariat, Medical Officer of Health Office and other state institutions also participated.

Following discussions on the new mechanism, the Justice Minister inspected Jaffna Prison to look into the needs of inmates.

During the inspection, he visited the prison kitchen, the women’s section and areas where remand suspects are being held.
